On the free plan Tor can be blocked by blocking the country Tor, country code T1

To block VPN user just need to add all the VPN providers to a block rule - there are lots of them and there are ASNs that only pass VPN traffic as well as ASNs that pass both potentially legitimate traffic as well as VPN traffic

I think higher plans have more tools to do this

SSL/TLS should be set to Full (Strict)
