Just to be sure:
Security settings do not conatin any blocking rules. So, neither any IP range nor any Bot should be blocked.

Check your Cloudflare Security Events to see what exactly is triggering the blocking, and either tweak the rule or create a new rule to override it:

Aaand here we go.
Error reported in Bing tools by attempt yesterday to reread sitemap-file, which was successfully read with proxy-mode deactivated.

No any related event in the security events log.

After some additional checks I would rather support, that the problem is not on Cloudflare side.
Rather my host should block some Bing accesses dependent on IP, in some intransparent to me way.
