I am being blocked by the accessing this website. **http://vfsglobal.ca/**

Could you please explain the reason.
What am I doing wrong?

Cloudflare provides a set of security and performance tools to be configured and managed by their customers. The website owner has control over that configuration, so the reason for the block would need to be taken up with them.

This means, this blocking is from website owner’s side and not from the user’s side.

Correct.

Website owners can for example set up so that Cloudflare is blocking specific countries, continents, or even AS numbers (e.g. specific ISP’s), just to mention a couple of examples.
