The banning does not work in Security rules.

What steps have you taken to resolve the issue?

I am trying to ban ip addresses and ip ranges for my brut.me website, but no matter what I do, I add rule, click save, I even banned m yown IP address it still does not work. I created a rule in security rules for Known bots and it seems it does work, because it showsl in Activity like 9,43k in last 24 hours, but the rule sith ips, even I tried to ban countries, it is still 0 and wont ban anything.
What am I doing wrong?

A user can’t be both in the US and SG so the rule will never match a request. Your other IP address rule has a similar logic issue.
