Cloudflare doesn’t ban users. Cloudflare provides tools to website owners to manage the security of their internet properties. The website operator has selected secuirty settings which are blocking you. The block page likely directed you to contact the website owner. You can use Google or other tools to determine who that is and see if they want to make an exception for you.
