I recently acquired a .gov domain for a small town. This will be for Office 365 GCC and emails to/from there only, no web site currently. There may be a web site in the future but the usage would be minimal since it’s a small town. In my research it looks like Cloudflare, ClouDNS, and Azure DNS are among the top choices. I am seeking opinions, hopefully from those who use the free plan, if it will suffice for my usage scenario. Pricing is important since funding is limited, so if the free plan would work for us I would go with that. Thanks for looking, and any input is appreciated. Thanks.
Right now, it sounds like your usage will be DNS Only. In that case, it’s about as Unlimited as you can imagine.
Once you get a website, then Free is still fine for a proxied website.
The legitimate usage on such a site would be the tiniest of blips, so you’re still fine there. I mention “legitimate,” because any site could be attacked. While that may be a big blip, Cloudflare is not going to blame you for getting attacked.

Hey, I can chime in with some relevant experience here: I have a client who is is a local municipal government. I don’t handle their website – for that, they have an agency who specialize in town government websites – but I handle their email service, DNS, and domain name. Basically, using Cloudflare for this, and even if a website is added later, you won’t ever have to pay for Cloudflare service; the free plan will cover you. I would highly recomment Cloudflare for this.
