The issue is exactly what @erictung said: you did not run step 2 from the high level steps to run an Argo Tunnel — see where it says “Route traffic to your Tunnel”.

You need to use the command "cloudflared tunnel route dns " for a DNS entry to be created for your tunnel and traffic routed to it.
