Application Block Policy, allow some domains

Hello!

We have created Zero Trust Application with

Policy action: Block, Include Everyone - Everyone and also Exclude Emails ending in ourdomain.com , gmail.com.

When we open the page, Enter E-mail login page pops up, but after entering e-mail, we do not receive PIN. What could be the problem?
