What are the steps to reproduce the issue?
I am writing to appeal the charges incurred on my Cloudflare R2 test project for the billing period of March 9 to April 8, 2025. Despite minimal usage, I was charged $9.91, which includes:
$9.00 for 16 Class A operations (Infrequent Access) at $9.00 per 1,000,000 operations.
$0.90 for 11 Class B operations (Infrequent Access) at $0.90 per 1,000,000 operations.
$0.01 for 1 GB of Infrequent Access storage.
I believe these charges are unexpectedly high for a test project with such low usage. The operation counts (16 Class A and 11 Class B) should result in much lower fees based on the per-operation pricing, but the billed amounts suggest a possible minimum charge threshold, which was not clearly communicated. Additionally, I expected the free tier (e.g., 10GB/month storage) to cover my minimal usage, but it seems this does not apply to Infrequent Access storage. I request a review of these charges and clarification on any minimum billing policies for R2 Infrequent Access operations, as well as a potential refund or adjustment for this test project.

However, I would like to raise a concern and request a billing adjustment or refund for the following reasons.
My Concerns and Appeal:
Low Operation Volume in a Test Project: The charges are based on only 16 Class A and 11 Class B operations, totaling 27 operations, which were part of a test project with minimal activity. I did not expect such a high fee of $9.90 for operations ($9.00 for Class A and $0.90 for Class B) given the extremely low operation volume. For a test project, this cost seems disproportionate, and I would like to request a review of whether this fee can be waived or adjusted.
Misunderstanding of Infrequent Access Pricing: I selected the Infrequent Access storage class to reduce storage costs, but I was not fully aware that the operation fees for this class ($9.00/million for Class A and $0.90/million for Class B) are significantly higher than those for the Standard storage class ($4.50/million for Class A and $0.36/million for Class B). If this distinction was not clearly communicated at the time of selection, I believe it may have contributed to the unexpected charges. I would like to request that these operations be re-evaluated under the Standard storage class pricing, which would reduce the operation fees to $4.86 ($4.50 for Class A and $0.36 for Class B).
Test Project Nature and Free Tier Consideration: Since this is a test project and not a production environment, I would like to inquire if Cloudflare offers any fee waivers or discounts for such use cases. Additionally, I understand that R2 provides a free tier of 1 million Class A and 10 million Class B operations per month for Standard storage. I would like to request that these 27 operations be considered under the Standard storage class and covered by the free tier, as the operation volume is well below the free tier limits.
Requested Resolution:
Primary Request: I kindly request a full refund of the $9.90 operation fees, as the operation volume is minimal and this was a test project.
Alternative Request: If a full refund is not possible, I would appreciate if the operation fees could be adjusted to the Standard storage class rates ($4.50 for Class A and $0.36 for Class B, totaling $4.86), or if these operations could be covered under the free tier for Standard storage.
When I received last month’s bill, I deleted the previously stored content and adjusted the R2 bucket category to Standard. Why am I still receiving this charge?
