What is the issue you’re encountering

All of my traffic was blocked by Service: HTTP DDoS (Rule ID l7ddos) even any new IP’s

What steps have you taken to resolve the issue?

DDoS Protection Settings is (Essentially Off)
Custom Rule for Security Level (Essentially Off)
Browser Integrity Check = OFF
I was forced to turn off the proxy status for my DNS A records to fix this issue temporarily.
Just so you know, my current setup has been working for a few years.

Was the site working with SSL prior to adding it to Cloudflare?

Yes

Full

What are the steps to reproduce the issue?

I really don’t know. It appeared out of nowhere.
