All my sites become unreachable from Brazil about twice a week, for several hours

Disabling cache usually works, but not for sites behind cloudflared

What are the steps to reproduce the issue?

connect to any of the major brazilian providers and try to access any site under girino.org (example: https://haven.girino.org o https://www.girino.org). Try to ping, traceroute ou mtr to the site, and routes will end either in bd060131.virtua.com.br (claro provider) or 152-255-176-64.user.vivozap.com.br. Never getting to connect to cloudflare.

Just tested some other sites not in the range 104.21.0.0/24 and they still work ok. The problem only happens to sites that resolve to ips starting with 104.21.

It may be that your internet service provider or government is blocking Cloudflare IPs. Brazil is increasingly moving towards a dictatorship and censoring media and blocking websites, so I wouldn’t doubt it.

The problem with that is if i share ip addresses with something censored in Brazil, cloudflare should either change the ip of the censored websites to something that will not harm other sites (i.e. a set of ip addresses only for hosting content banned in brasil), or give options to change my ip address to something that is not banned. The way it is, it seems cloudflare is forcing me to share addresses with banned websites, making my websites (not banned, completely legal and withing the censorship limits) unavailable with no cause.
