How do I add a third account WITHIN my Cloudflare account? Have two right now.
Are you referring to Multi-User accounts where you give other Cloudflare users access to your account?

Or are you referring to adding another domain to your account?

This user have three accounts. I have two. How can I add another?

If you don’t see invite members, you’ll need to login using the primary (Super Admin) account

I don’t use this feature, but that screenshot looks like that person belongs to three accounts. Their own, a Team Account, and a coworker’s account. To get a third account, someone else needs to add you to their account.
