I am getting a 1323 code when I try to add a new domain to my cloudflare account. I don’t have any unpaid invoices I can see. I try to open a new cloudflare account and add the domains on the one that is locked, it says that domain is locked.
Questions about billing will need to be resolved by the Customer Support team and cannot be resolved on the Community.
To contact the billing team, please submit a new support request from your Cloudflare account directly through the Cloudflare dashboard. Visit https://dash.cloudflare.com/?to=/:account/support and choose Billing. Please share your ticket number here so that we can track it.

You never shared your ticket number. Community members do not have access to your account. All we can do is request that your ticket be reviewed. You need to create a billing support request and share the ticket number here if you expect the Community to be able to provide any assistance.
