Cloudflare will have to change its Ip ranges or it will have to control the content that people use since a Spanish court blocked Cloudflare’s Ip for broadcasting football matches illegally and this means that others cannot use the cloudflare service.

When trying to browse my website www.mayorista-ropa.es from a Spanish IP (example of the error with Digi’s internet connection) IPV4.
My domain goes through cloudflare before delivering the website.
