All 8.1 Phone support ended July 11, 2017 and the java runtime is probably obsolete by now.
IE 11 is not exactly the most recent version but I’d still assume it to be supported.
Is there anything in the browser console?
For desktop yes, phone, no.
Not by Microsoft, generally. AFAIK Microsoft used IE 11 for WM 8.1, so I would not expect the JS engine to be fundamentally different (could be of course).
Anyhow, happens on the desktop too, so the OP should really check what the console says.
