The original Web Designer never gave me Login access to the free Cloudfare account for my website. He must have used his own email address? I am the owner of the domain via my GoDaddy account. I’m having issues with my website and need access to the Cloudfare account associated with my website.

For security and privacy reasons Cloudflare does not have any way to provide access to anyone other than the registered account holder.
Your most expedient resolution will be to request access from the party that created the Cloudflare account. If that is not an option, the only alternative is to move the domain to another Cloudflare account that you control. That option will require that you recreate your DNS records and any other settings.
