A new purchased domain cannot be added


I just purchase a new domain from namecheap today but it cannot be added and say “This zone is banned and cannot be added to Cloudflare at this time, please contact Cloudflare Support”.

I know I need to submit a ticket for clearing a permanent ban from https://support.cloudflare.com/hc/en-us/articles/205359838. But before file a support ticket, it needs to choose a domain from existing domain list and cannot add the new one. So, should I pick an old domain to submit the ticket or there has another way to submit a ticket for new domain? Thank you.
