I would check with your hosting provider, Hostinger, to see if there is a server-side cache on their end, that they can help you clearing out.
Alternatively, it has been seen before, that some security systems are acting up in strange ways, so you may also want to ask them, if they some security settings enabled, that may be preventing certain countries from accessing your website.
Right now, you’re only using Cloudflare as a DNS provider, and therefore is Cloudflare only involved, when the visitor wants to translate your domain name, to the IP address of your hosting service, which seems to be Hostinger, and the DNS part works just fine.
As Cloudflare isn’t involved with the HTTP traffic for your website, there isn’t anything on Cloudflare’s side, that can assist you here.
