403 Forbidden when enabling email routing

What is the issue you’re encountering

I’m trying to enable email routing, add destination emails and then create the email rule but I keep getting 403 when I try to do any of those steps. I assume I should start with a POST request to /client/v4/zones/xxxx/email/routing/enable

What steps have you taken to resolve the issue?

My API token was created with:
graduly.com - Email Routing Addresses:Edit, Cloudflare Tunnel:Edit, Access: Apps and Policies:Edit
All zones - Email Routing Rules:Edit, Zone Settings:Edit, DNS:Edit
