I had previously set up email-based two-factor authentication, the login process is now requesting an authenticator app code or a recovery code.

I had previously set up email-based two-factor authentication, the login process is now requesting an authenticator app code or a recovery code.
Unfortunately, I did not set up an authenticator app or backup recovery codes. I am unable to proceed with the login. Could you please assist me in regaining access to my account?

What are the steps to reproduce the issue?
When we try recovery it fails on second step.
