Will it problems if the router, smartTV, Win10, smartphones, AdClear set up 1.1.1.1 at same time in one network?

What exactly do you mean by that? The typical setup is configuring the nameservers on the router and have the router itself automatically assigned as internal nameserver via DHCP.
Smart TV, smartphones and Win10 set up with static IP. Laptop and phones must set up with it if we want use these on other places, other routers or mobilenet.
