1.1.1.1 going through KC from Denver (CenturyLink)

I have CenturyLink as my ISP, and I noticed something strange when trying to traceroute 1.1.1.1. It seems like the connection is going through Kansas City even though I live in Denver. Cloudflare does have a datacenter in Denver, so the hop to Kansas City obviously increases latency.

Is this a CenturyLink issue or Cloudflare issue, or both?
