You seem to have general connectivity issues. I’d recommend contacting your ISP. Start with a reboot of your modem and / or router.
I don’t think so. I have no problems when I change 1.1.1.1 to ISP DNS?
Run a traceroute to multiple destinations once you see this issue again
Either
tracert 1.1.1.1
and
tracert 8.8.8.8
Or better, for more accurate results, do this with WinMTR and keep it running for at least 5 minutes.
