Can I use 184.108.40.206 instead of 220.127.116.11? Because 18.104.22.168 is faster for me than 22.214.171.124 and I got this test with dns benchmark software.
You sure can! So put 126.96.36.199 first, then 188.8.131.52 (or another favorite DNS) as a backup.

184.108.40.206 and 220.127.116.11 should point to the exact same servers and have the exact same performance.
If one responded to a DNS query more quickly, it should just be because of luck – for example, it might have had to query the authoritative servers one time, but had the result cached the next time.
But if you’re being routed to different locations, or your ISP is intercepting 18.104.22.168 or something, that needs to be fixed.
