0 SSL certificate packs allowed on Business Plan

I’ve recently subscribed to Business Plan, which allows a custom SSL edge certificate. However, the Edge Certificate section says “Your plan allows you to upload 0 SSL certificate packs, which you must renew and re-upload prior to expiration,” and when I try to upload one it disappears after about an hour.

Why does it say 0 SSL certificates? Why does it disappear after an hour?
